Phil Wilson became LCRA's 11th general manager on Feb. 3, 2014. LCRA's general manager serves as the organization's chief executive officer and carries out LCRA Board policy, manages LCRA's relationships with its customers and stakeholders, appoints and directs executive staff, and oversees projects and operations that support LCRA's public service mission.
Prior to joining LCRA, Wilson was executive director of the Texas Department of Transportation. Under the direction of the Texas Transportation Commission, he managed, directed and implemented TxDOT policies, programs and operating strategies. He also represented TxDOT before the Texas Legislature and other entities. Before joining TxDOT in 2011, Wilson served as senior vice president of Public Affairs and as a corporate officer for Luminant, Texas' largest electric generation company. In 2007, then-Gov. Rick Perry appointed Wilson as Texas' 106th Secretary of State. In that position, he was the chief elections officer and the chief international protocol officer for Texas. Wilson also served as chair of the Governor's Competitiveness Council and on the Texas Border Security Council.
Wilson serves as the immediate past chair of the Board of Directors of the Austin Chamber of Commerce, in addition to serving on the chamber's executive committee. He served as past chair of the chamber's Opportunity Austin initiative. Wilson also serves on the boards of the Large Public Power Council and Texas Public Power Association. Wilson has a Master of Business Administration from Southern Methodist University and a bachelor's degree from Hardin-Simmons University.
Jim Travis is responsible for the financial management of LCRA. He oversees accounting, capital and financial planning, finance, investor relations, and treasury activities, as well as the financial oversight and compliance related to energy trading and hedging. Since joining LCRA in 1992, Jim has served as controller, manager of planning and treasurer, in addition to leading risk management activities. Prior to joining LCRA, Jim held various positions in finance, audit and accounting with Tenneco Inc., an international energy and manufacturing company. Jim holds a Master of Business Administration from The University of Texas at Austin and a Bachelor of Business Administration in Accounting from Texas A&M University. He is a Certified Public Accountant.
Kristian Koellner oversees LCRA’s Transmission business with responsibility for the operations, maintenance, design, planning and overall performance of the transmission system. Kris joined LCRA in 2010 and most recently served as vice president of Transmission Asset Optimization until his promotion in 2025 to EVP and COO of Transmission. Before joining LCRA, Kris held various engineering roles at Salt River Project in Phoenix, Arizona. Kris is a licensed professional engineer and holds a Bachelor of Science in Engineering from Arizona State University. Kris presently serves as vice chair of the Board of the North American Transmission Forum, which promotes excellence in the reliability and resiliency of the electric transmission system.
